Check out the Moodle Assignment option Comment inline.
If this option is selected, then the original submission will be copied into the feedback comment field during grading, making it easier to comment inline (using a different color, perhaps) or to edit the original text.
The Comment inline feature allows you to do much the same thing that you do with your tablet. This might be useful when you are not using your tablet or for others who do not have tablet technology but want the functionality.
Being able to put your feedback directly at the point in the student’s work where it is applicable is important. Being able to replicate this dead-tree function in a technology-supported learning environment is essential.
